On 10, 11, and 12 Feb 2004, the plenary session of the French Assemblée Nationale debated the “Projet de loi Communications électroniques – Services de communication audiovisuelle“, which is the key element of legislation transposing the new EU regulatory framework for electronic communications into French law.

A provisional analytic summary of the debates (in French) is available on this page of the Assemblée Nationale website. The page also contains the text put before Parliament, the amendments put forward, etc.

On the contentious issue of retail tariff control, the amendments adopted represent a qualification of the text of the LCEN which was adopted at the beginning of the year (see also our previous news items on this topic, which can be found by typing “France” in our search section; the final news item on it can be accessed by clicking here).

Further important amendments were adopted on the topics of rights-of-way and the code of conduct of the board members of the Autorité de Régulation des Télécommunications (ART).
