The Austrian Ordinance on Communications Parameters, Tariffs and Value-Added Services (also known as KEM-V) came into effect on 12 May 2004.


It replaces the previously applicable Ordinance on Numbering (NVO) and the Tariff Ordinance (EVO).


The KEM-V establishes the numbering plan (i.e. it identifies the purpose of number ranges and specific short codes), determines which entities are entitled to numbering resources, contains codes of conduct and payment systems for value added services, etc.
