On 7 and 8 January 2004, the plenary session of the French Assemblée Nationale is debating, in second reading, the “Projet de loi pour la confiance dans l’économie numérique“, which, as a result of various amendments that have been put forward, is of major importance to telecommunications regulation, including the transposition of the EU regulatory framework.
Amongst many other topics, it addresses:
- the extent of the National Regulatory Authority ART’s future powers relating to retail tariff regulation.
- the possibility and the associated conditions for public authorities (especially municipalities) to become full-service telecoms operators in their own right.
