On 15 March 2004, the Danish regulatory authority IT & Telestyrelsen published a brief explanatory note on its website, entitled: “What is IP telephony?”

The explanatory note distinguishes various forms of Voice over IP, but makes clear that VoIP is subject to the same regulation as other fixed or mobile electronic communications services in Denmark.

ITST invokes the principle of technological neutrality to justify its stance.
