The Irish regulatory authority ComReg has published its proposed market definition, market analysis, SMP designation (of Eircom only), and suggested regulatory remedies for Market 12: Wholesale Broadband Access.

Comments from interested parties are invited by 21 April 2004.

Key questions (a total of 40 questions are put to consultation) include:

• the relevance of self-supply of equivalents of bitstream access by operators of cable networks and fixed wireless access (although ComReg clearly expresses its view that it does not believe that cable and fwa have a significant impact on the overall market);

• the requirement of a reference offer for bitstream access;

• a choice in favour of retail-minus as the cost standard rather than cost-orientation based on the FL-LRIC methodology.
