Romania is neither an EU Member State, nor among the Accession Countries joining the EU on 1 May 2004, but it has voluntarily transposed the new EU regulatory framework for electronic communications.

The regulatory authority ANRC is defining markets and conducting market analyses accordingly.

On 20 Feb (Romanian version, translated into English on 23 Feb), the ANRC announced that it will conduct, between 23 Feb and 19 March 2004, a "qualitative study on the electronic communications services providers and providers’ associations, in order to determine the features of the retail markets segments within the electronic communications sector, the offer substitutability for various categories of services, and the competition level on these markets."

All existing and potential providers that wish to contribute to the definition of the retail markets within the electronic communications sector are invited to download the questionnaire on the ANRC website, at the address: http://www.anrc.ro/ro/analize_chestionare.htm

This consultation follows the initiation, earlier this year, of 6 detailed studies, including on fixed-to-mobile substitutability, Internet access and leased lines.
