Spain's new Telecommunications Act was published in the Official Journal (BOE) on 3 November 2003, and officially came into force on 4 November 2003.

 

Certain aspects (e.g. new registration procedures for operators, lifting of restrictions on rights of operators to numbering resources) of the new Act will only become effective after specific Royal Decrees, identified in the Act, will have been published.
