The Dutch regulatory authority OPTA has published a decision (dating back to mid-December 2003) resolving the dispute G.15.03 between KPN and MCI concerning leased line interconnection.

OPTA has issued a detailed ruling covering various distinct aspects of leased line interconnection, in particular:

  • tariffs for physical optical connection
  • tariffs for certain aspects of co-location
  • migration tariffs
  • service levels
  • specifications/speed (1984 Kbit/s and also 2048 Kbit/s)
  • half circuits provided via the KPN service CityRing Premium Access
