ComReg, the Irish regulatory authority, has today published a 115 page consultation document, containing its proposals in terms of market definition, market analysis, and imposition of regulatory remedies relating to the market of wholesale mobile access and call origination.

The consultation document is very interesting.

Amongst others, ComReg puts forward the analysis that there is collective dominance of two mobile operators (Vodafone and O2) on the wholesale market for mobile access and call origination (market 15 of the European Commission's Recommendation on Relevant Markets Susceptible to Ex-Ante Regulation), and proposes to impose national roaming and MVNO access as remedies.

The document also addresses fixed/mobile substitution, the role of Wireless LANs, etc.

Interested parties are invited to comment by 9 March 2004.
