Since its foundation early in 1995, T-REGS has conducted numerous case-by-case consultancy assignments in the field of telecommunications regulation. Work carried out on behalf of telecommunications operators and service providers includes:
- Market entry assistance: securing authorisations and licences, including experimental permits and requests for comfort letters; applications for numbering resources, frequencies, rights-of-way, etc. throughout Europe.
- Access and interconnection: negotiation, with or on behalf of operators, of interconnection, local loop unbundling, shared access, bitstream access, co-location, and related agreements.
- Public consultations: preparing responses to public consultations on telecommunications regulation, participation in public hearings, including relating to reference interconnection offers, etc.
- Multi-country overviews on specific regulatory topics: e.g. numbering and number portability, carrier pre-selection costs, designations of Significant Market Power, etc. Such T-REGS overviews have been presented by operators in regulatory proceedings and in judicial proceedings.
- Investments and due diligence: participation in due diligence processes relating to the acquisition of telecommunications operators; drafting of regulatory sections of investment prospectuses and official filings.
- Tactics and strategy: briefing notes and regulatory strategy papers for telecommunications operators, including initial business cases in areas such as ‘no subscription ISPs’, new services relying on non-geographic numbers, local loop unbundling, bitstream access, etc.
