It discusses regulatory issues concerning bitstream access and wholesale broadband access (Market 12 of the European Commission's Recommendation on Relevant Markets Susceptible to Ex-Ante Regulation).

The presentation was delivered during a Workshop themed 'Key Building Blocks to Broadband Competition' at the Regulatory Conference of ECTA (European Competitive Telecommunications Association) in Brussels on 6 Dec 2004.
