The Maltese regulatory authority MCA has today published a draft Reference Unbundling Offer (RUO) of the fixed incumbent operator Maltacom.

The draft RUO covers full unbundling and shared access to metallic path facilities, and contains technical information and wholesale charge proposals covering the one-off and recurring charges for loops, for tie cabling, and for provision of electricity. The draft RUO also contains proposed modalities for co-location, co-mingling (and forms of virtual and distant co-location) but applicable charges for these items are not provided: Maltacom will make bespoke quotations.

Interested parties are invited to comment on the draft Maltacom RUO by 11 Dec 2004.
