On 18 June 2004, the Malta Communications Authority (MCA) published its 6-monthly review document, the "Telecommunications Market Review October 2003 – March 2004".

It provides an assessment of the recent evolution of telecommunications markets (including cable TV), and also summarises the main regulatory developments since Q3 2003 (from page 30 onwards).

This document is therefore not a "market review" (market definition and market analysis) in the sense of the EU directives, but it is of more general interest, including in terms of the regulatory issues and approach in Malta.

Quite interestingly, it also contains (page 16) a chart depicting the growth of Voice over Internet Protocol (VoIP) minutes in the period from April 2003 to March 2004, showing a 400% increase, to reach an absolute level of 2,5 million minutes in March 2004.
