Announcements made by Telefonica and Mobilkom (Austria) and TeliaSonera, Tele2 and Orange (Sweden) in the last few days of 2003 highlight that 3G licences are changing hands.

Until recently, some of the licences, rather than being traded, were being returned to the regulatory authority. This trend continues, with the recent announcement made by Mobilcom (Germany).
