The French Official Journal of 16 Nov 2003 contains a new Decree, which sets out terms and conditions under which local authorities (and associations or bodies created by local public authorities), are entitled to finance the construction of antenna sites or to grant subsidies to mobile telephony operators for the rent of antenna sites.

Subsidies are permitted only in areas where there is no pre-existing mobile telephony network.

Mobile telephony operators benefiting from subsidised supporting infrastructure are required to file a specific annual report with the regulatory authority for telecommunications.

The full text of the Decree (in French) can be accessed by clicking here.
